Deval Patrick says the declaration will allow the state to respond quickly to the storm, which is expected to skirt Nantucket and Cape Cod.

Hurricane Earl spins along with winds of 115 mph, putting the East Coast all the way to Canada on alert for what could be a blustery next several days.

The Massachusetts Emergency Management Agency recommends a number of steps people can take to help minimize potential damage during hurricane or tropical storm conditions.
